is there a certain program for makeing flash banners like the ones on this site and some that people like redhot has for there signature icon_question.gif

there are quite a few flash programs out there. Off the top of my head:

Flash MX
Swish

you can always do a search for flash software.

Flash MX2004 and MX2004 Pro has a trial version, but the downloads are pretty hefty. This is what you'd need to get down to the nitty gritty of Flash animating.
SwishMax has an evaluation version that works fine until you come to export your work to swf. SwishMax and other similar progs will provide fast and impressive animation very fast, but are less flexible than Flash itself
I'm not aware of any free software, but there may be some out there.
