Instead of choosing Save As, choose Save for the Web, then choose gif in that dialog box.

As far as the two dialog boxes above, the first one allows you to choose how you want your gif indexed, how many colors you want, etc. All .gif images are indexed by the way. That's why when you open a gif in PS you have to set the mode to RGB from indexed.

The second box deals with how your image is loaded when called for display in the browser. A normal image starts loading from the top down. An interlaced image starts out with the whole image showing, but with a very poor quality that gradually gets better as the image loads.

The reason you're having problems with the colors in the sig above is because you should be saving it as a .jpg instead of a .gif. The maximum number of colors in a gif image is 256. A jpg can have up to 16 billion colors. If your image has a large number of colors, such as a photograph, or if it has color transitions, such as gradients, your image will use more colors and need to be saved as a .jpg in order to look smooth.

A good rule of thumb for choosing between .gif and .jpg is that if you're saving a photo-like image, save it as a jpg. If you're image has a cartoon-like or clipart-like quality, in which there are large areas of a single color, save it as a gif.
