ok here is the scenario

im transfering a php-nuke 6.5 site from one host to another. ive uploaded the files exactly as they were on the old site to the new site. on the old site i went into the admin panel and backed up the database. i now have a .txt file of the db tables from the old site.i created a new database on the new site. i went into the config.php and changed the info to point to the new db. i went into phpmyadmin, SQL tab, and browsed to my .txt file from the db backup from the old site. i get the error 'NO SQL QUERY!' i googled the phrase and i read a bunch of posts basically saying that i need to alter the 'php.ini' file. specifically the...

memory_limit = 8M
post_max_size = 8M

the only problem is that i cant find the php.ini file. where is this water thing LOL and how do i fix this problem?

You will have to contact your new host and ask them to edit the php.ini file for you. Most host won't give access to that file for many important reasons.

i fingered it out... i just had to simply break my sql file into a bunch of smaller files all smaller than 1mb.
