In have just installed phpnuke, but guests cant signup because the activation e-mail doesn't send. I think my server doesn't support outgoing mail, so can I change the code so that you don't have to use an activation e-mail?

What version of Nuke are you running? I have used this Auto Registration Activation For Nuke v7.0 with Nuke 7.0 through Nuke 7.4 without any problems .

it was turned over to someone else for development, and don't ask me who cause I forgot who it was they turned it over to. There was a write-up about it some time ago. NSN doesn't carry it anymore
