There is a quicker way to do this

Open the gif up in animation shop. You will see there is no background on i there.

Go to Edit/select all

Go to file/export frames/ to paint shop pro

Go over to your paint shop pro

Go to windows/duplicate and there you will see the three fish are already on layers and you can then save each layer as a gif in psp.
