The theme I am using has a blue background in the who is online box at the bottom of the forum page. The moderators names appear in blue as well, so they are barely visible. Which file do I edit to change the color that the moderators names appear in the who is online?

i dont exactly know what one, but its one of the inputs in the styles management in phpbb administration

Yes admin>Forums>styles admin>managment select the edit next to your template and change the font color 2 (mods) and font color 3(admins) to what you like.
