You will either have to edit all the themes or use just the one you edited for everyone, and either delete or rename all the other themes after you run this query:
[ Register or login to view links on this board. ]

This will "force" all members to the default theme you chose in your Admin CP, preferences.

There's also: CNB Your Account 7.5 that I believe has the option to either allow or not allow members to change themes. It can be found here:
[ Register or login to view links on this board. ]

I can verify that CNB Your Account does indeed have that option.

If you've installed it correctly there should be an image in your Admin Cp with the name "users". Click it and all the options open up.

Ok I must be doing somting wrong, I'm using phpMyAdmin then click on mange myphpadmin. from here I see tabes the only one I ever use is the SQL tabe. From here I can inport .sql files or past code in. I'm pasting the code in and I get this mesasage

Your SQL-query has been executed successfully
SQL-query : [Edit] [Create PHP Code]
UPDATE nuke100_users SET theme = '';# MySQL returned an empty result set (i.e. zero rows).
OPTIMIZE TABLE nuke100_users;# Rows: 1

But when I go to my site it still has my test theme on the site defult.

You just said that it set it to the default theme. That's what it's supposed to do. If you want another them, set that theme as the default. You can do that throught the 'Preferences' part of the Admin screen.

The easiest way I have found was to delete the other theme folders from your site and keep only the one theme that you want everyone to use.
