Is there a way to add more groups to the "who can view this" option for blocks and mods. Just like adding groups to who can view forums?

Go to "Users Groups" in the administration menu and add more groups there. That in turn will make new groups available in the module user group field. That is how you do it for phpnuke version 7.0

Maybe I'm missing a feature to that User Groups but it only creates new groups based on points and automatically puts members into that group once they reach so many points. I am using 7.4.

That is all user-groups does to add more groups like noobies to subcribers is to edit the MySQL data base and also edit the PHP file which link up to this
