I'm looking to create a message board theme, how do I go about doing this, and is there a way to take an existing theme and change stuff around?

sure you can but i think you must have phpbb forums in ure site so you can play around with it ( good way to start tho )

put your theme to themes folder then upload your server ( host ) when done go your admin panel / prefeences and you can chose /change your theme from there
