What is the target? A new window? A popup window? A child window or a parent window?

Elimating that option will elimainate chances that visually impaired people can view your page. The common text size (default) is medium and not alot of people change it.

You can override the user's browser text size by using CSS classes.

<style>
  .fixedfont { font-size : 14px }
</style>

As Telli said above, if people have their browser text size set to large or largest, it's usually for a good reason such as visual impairment. Overriding their settings and restricting the way they can view your page will not do you any favors.
