Is there a way to have a Wav file play on the main page or through out the site when visited? If so, how can I do this?

I went to this URL "http://www.codezwiz.com/downloadview-details-262-Audio_Module.html#dldetails " and dl the file. Im am haveing problems tho. I do have web audio in my admin panel but when I click on it I get this error?
